Jared Kushner Meets Hamas Leader Over Gaza Peace Plan

Jared Kushner, U.S. President Donald Trump’s son-in-law and Middle East envoy, has held a rare meeting with Hamas leadership in Egypt as the Trump administration seeks to revive efforts toward a Gaza ceasefire and a broader political settlement.

The meeting with Hamas leader Khalil al-Hayya came ahead of Kushner’s talks with Israeli Prime Minister Benjamin Netanyahu in Jerusalem, putting the U.S. envoy at the center of a renewed diplomatic push over the future of Gaza.

The latest diplomatic effort focuses on a 15-point U.S.-backed roadmap that seeks to address some of the most difficult issues in the Gaza conflict, including Hamas disarmament, Israeli military withdrawal, humanitarian assistance and the future governance of the territory.

Why Jared Kushner Met Hamas

Kushner’s meeting with Hamas is part of an attempt to break a deadlock that has stalled implementation of the Gaza peace roadmap.

According to reports, discussions have focused on whether Hamas can move toward disarmament while Israel takes steps toward withdrawing its forces from Gaza. Hamas has expressed conditional support for the roadmap, while Israel has demanded full disarmament before accepting a withdrawal.

The meeting is particularly significant because direct engagement between senior U.S. officials and Hamas remains highly sensitive. Kushner previously played a role in diplomacy surrounding the earlier Gaza ceasefire and hostage-release process.

What Is Trump's Gaza Peace Roadmap?

The U.S.-backed proposal seeks to establish a phased process for ending the conflict and creating a new political and security arrangement in Gaza.

Key elements reported in connection with the roadmap include:

• Hamas moving toward disarmament.
• A phased Israeli military withdrawal from Gaza.
• International monitoring and stabilization arrangements.
• Increased humanitarian assistance.
• The eventual transfer of Gaza's administration to a Palestinian technocratic structure.
• A longer-term framework for reconstruction and political stability.

The biggest obstacle remains the sequencing of these steps.

Hamas has sought assurances regarding an Israeli withdrawal and an end to attacks, while Netanyahu has insisted that Hamas must be fully disarmed before Israel makes a complete military withdrawal.

Kushner Heads to Netanyahu Talks

Following his engagement with Hamas, Kushner travelled to Jerusalem for talks with Netanyahu.

The meeting is viewed as a crucial test for Trump's Gaza initiative because Israel's position remains significantly different from the framework being promoted by Washington.

Reuters reported that Kushner met Netanyahu alongside U.S. peace envoy Nickolay Mladenov, with the discussions aimed at advancing Trump's phased Gaza plan.

The talks come at a particularly sensitive moment for Netanyahu, whose government is facing domestic political pressure ahead of Israel's upcoming election.

Hamas and Israel Remain Divided Over Disarmament

Disarmament is at the heart of the disagreement.

The U.S.-backed proposal envisions Hamas giving up its weapons as part of a wider process leading toward an Israeli withdrawal and a new governing arrangement for Gaza.

Hamas has indicated a willingness to engage with the roadmap, but its position has been tied to conditions including Israeli military steps and guarantees regarding the future of Gaza.

Israel, meanwhile, has continued to demand the complete dismantling of Hamas's military capabilities before accepting a full withdrawal.

That difference could determine whether the latest diplomatic push produces a new ceasefire framework or another prolonged stalemate.

Why the Egypt Meeting Matters

Egypt has remained one of the key regional players in efforts to mediate between Israel, Hamas and the United States.

Kushner's visit to Egypt brought him into contact with regional officials while discussions involving Hamas were taking place. The broader diplomatic effort also involves other regional actors, including Qatar and Turkey.

The goal is not simply to stop fighting but to establish a mechanism through which the next phase of the Gaza plan could actually be implemented.

What Happens Next in Gaza?

The immediate focus will be on whether Kushner can narrow the differences between Hamas and Netanyahu.

A successful agreement would require both sides to accept difficult compromises, particularly over Hamas disarmament, Israeli troop withdrawal and Gaza's future administration.

The situation remains extremely fragile. Israel continues to face security concerns over Hamas, while Palestinians in Gaza face the consequences of the prolonged conflict and ongoing humanitarian crisis.

For Washington, the latest meetings represent another attempt to turn Trump's Gaza proposal into a workable agreement.

For Kushner, moving between talks with Hamas and Netanyahu highlights the scale of the diplomatic challenge: the United States must persuade two sides with fundamentally different positions to accept a common roadmap for Gaza.

The Bottom Line

Jared Kushner's meeting with Hamas leader Khalil al-Hayya in Egypt, followed by talks with Benjamin Netanyahu, marks one of the most significant diplomatic efforts in the latest phase of the Gaza crisis.

The central question is whether the Trump administration can bridge the gap over Hamas disarmament and Israeli withdrawal.

If Washington succeeds in bringing the two sides closer to the 15-point roadmap, it could create a path toward a renewed ceasefire and a new political framework for Gaza. If the differences remain unresolved, however, the latest diplomatic push could face the same obstacles that have stalled previous attempts at a lasting settlement.
