China's HOVERAir VERSA Uses Modular Design to Navigate the FCC's Foreign Drone Ban
China-based drone maker HOVERAir is taking an unusual approach to the United States' increasingly restrictive drone market with its new VERSA, a modular camera system designed to function both as a handheld gimbal camera and an autonomous flying device.
The product's architecture could give HOVERAir a potential way to navigate the regulatory challenges facing newly introduced foreign-made drones in the US, although important questions remain over how the VERSA will ultimately be treated under the Federal Communications Commission's rules.
HOVERAir VERSA Takes a Different Approach to the Drone Market
The VERSA is built around a detachable camera module. In its standard configuration, the device works as a compact handheld camera equipped with a three-axis mechanical gimbal for stabilized footage.
Users can then attach a separate flight module with propellers, transforming the camera into an autonomous flying platform. HOVERAir says the system can take off from the user's hand and track subjects without requiring a conventional remote controller.
The modular design is the central feature of the VERSA. Instead of selling a traditional drone in which the camera, electronics and flight hardware are permanently integrated, HOVERAir separates the imaging component from the flying platform.
That distinction is particularly significant as US regulators tighten restrictions on foreign-made drones and related equipment.
How the Modular Architecture Could Matter Under FCC Rules
The FCC expanded restrictions on new foreign-made drones and drone components in December 2025, creating major uncertainty for companies developing new consumer drones for the US market.
HOVERAir's earlier X1-series products received FCC equipment authorizations before the new restrictions took effect. New products, however, face a considerably more complicated regulatory environment.
The VERSA's design potentially allows the company to present the core imaging device as a standalone camera while treating the flight hardware as a separate modular component. That does not automatically exempt the system from FCC requirements, but it creates a different regulatory structure from that of a conventional all-in-one drone.
The exact regulatory status of the VERSA in the United States remains an important unanswered question.
VERSA Combines a Pocket Camera With an Autonomous Drone
HOVERAir is positioning the VERSA as more than a conventional selfie drone.
In handheld mode, the device operates as a pocket-sized stabilized camera. Its three-axis gimbal is designed to keep footage smooth while users walk, run or move the camera manually.
Once the flight module is attached, the same camera can operate as an autonomous aerial platform. HOVERAir says its AI tracking system can follow a subject automatically and supports more than 10 intelligent flight modes.
The company is also promoting an AI-assisted framing feature that can analyze a scene and help determine camera positioning. Another feature, called "3D Worlds," uses an automated flight pattern to capture multiple perspectives and reconstruct a three-dimensional scene.
Why HOVERAir Chose a Modular System
The modular approach solves a practical problem for creators who normally need to carry multiple devices.
A pocket gimbal camera is useful for handheld video, while a drone provides elevated and moving perspectives. The VERSA attempts to combine both functions without requiring users to carry a separate camera and drone.
The design also gives HOVERAir greater flexibility in how the product is developed and marketed. The camera module can function independently, while the flight carrier provides the components necessary for aerial operation.
That separation could become particularly relevant in markets where drone regulations are becoming stricter.
US Drone Restrictions Have Created a Difficult Market for Chinese Manufacturers
The FCC's restrictions have created significant uncertainty for Chinese drone manufacturers attempting to introduce new consumer products in the United States.
Existing products with earlier FCC authorizations can continue to have a regulatory path, but newly introduced foreign-made drones face additional hurdles. HOVERAir's X1, X1 Pro and X1 Pro Max benefited from authorizations obtained before the December 2025 cutoff, according to reporting on the company's regulatory position.
The company's AQUA drone, meanwhile, faced a different situation because it did not obtain the necessary authorization before the restrictions took effect.
For HOVERAir, the VERSA therefore represents not only a new product category but also an important test of how modular consumer imaging hardware will be treated under the evolving US regulatory framework.
The VERSA's Regulatory Path Is Still Unclear
Despite the attention surrounding its modular architecture, HOVERAir has not publicly provided a definitive explanation of how the VERSA will obtain authorization for US sales.
That leaves several important questions unanswered.
It is unclear whether the complete VERSA system will be evaluated as a drone, whether its detachable camera module will receive separate treatment, or whether the flight component itself will require authorization under the FCC's current rules.
The distinction matters because FCC equipment authorization is required for wireless devices entering the US market, and the regulatory restrictions specifically affect newly introduced foreign-made drones and drone components.
A Potential Alternative to the Traditional Drone Design
The VERSA's modular construction could represent a broader shift in how consumer aerial cameras are designed.
Traditional drones generally combine the camera, flight controller, communication hardware, battery and propulsion system into one integrated product. HOVERAir instead separates the camera from the flight platform.
This approach could make the product more versatile for consumers while also creating a different regulatory question for authorities.
However, modularity alone does not guarantee regulatory approval. The FCC and other US agencies can still consider the complete functionality and intended use of the hardware when determining whether restrictions apply.
HOVERAir VERSA Focuses on AI-Powered Autonomous Filming
Beyond the regulatory discussion, HOVERAir is presenting the VERSA primarily as a creator-focused camera.
The company says users do not need traditional drone-piloting skills. The device is designed to launch from the hand, recognize and track subjects, and automatically capture footage using different flight modes.
Its AI framing system is intended to reduce the amount of manual camera control required, while the 3D Worlds feature adds an immersive element to aerial photography.
This continues HOVERAir's focus on autonomous flying cameras, following products such as the X1, X1 Pro, X1 Pro Max and AQUA.
Pricing, Availability and Full Specifications Remain Undisclosed
Despite the announcement, several important VERSA specifications have not yet been officially disclosed.
HOVERAir has not announced final pricing, complete camera specifications, battery performance, flight time, weight or detailed availability information.
Those details will be important in determining whether the VERSA can compete with established pocket cameras and autonomous drones.
For US customers, however, the most significant issue may be regulatory approval rather than hardware specifications.
What the VERSA Could Mean for the US Drone Market
The HOVERAir VERSA arrives at a time when the US drone market is undergoing significant regulatory change.
By separating the camera from the flying platform, HOVERAir has created a product that does not fit neatly into the traditional definition of a consumer drone. Whether that distinction provides a meaningful regulatory advantage will depend on how US authorities interpret the device and its components.
For now, the VERSA stands out as an ambitious attempt to combine handheld stabilization, autonomous flight and AI-powered filming in a single modular system while navigating one of the world's most challenging regulatory environments for foreign-made drones.
